Position Summary

M&S Consulting is seeking an experienced Oracle Cloud Project Portfolio Management (PPM) Functional Consultant to support a direct client in the Engineering and Construction industry through its Oracle Cloud ERP implementation.

Job Description

Our client is implementing the Oracle Cloud ERP suite and needs a hands-on PPM expert who has delivered the latest Oracle Cloud PPM release in a live implementation. You will work directly with client stakeholders in finance, project controls and operations to design, configure and deploy PPM to support complex engineering and construction projects.

M&S Consulting partners with organizations to deliver enterprise technology solutions. Our consultants are trusted advisors who bring deep product knowledge, practical implementation experience and a client-first approach to every engagement.

Key Responsibilities

  • Serve as the functional lead for Oracle Cloud PPM across the full implementation lifecycle: discovery, design, build, testing, deployment and post-go-live support.
  • Lead requirements-gathering and design workshops with client stakeholders, and translate business needs into Oracle Cloud PPM solutions.
  • Configure Oracle Cloud PPM modules, including Project Foundation, Project Costing, Project Billing, Project Contracts, Project Control (Budgeting and Forecasting), Project Management and Grants Management as applicable.
  • Design solutions for engineering and construction scenarios such as capital projects, cost-plus and fixed-price contracts, retainage, change orders, percent-complete revenue recognition and project cost accounting.
  • Prepare key deliverables, including future-state process designs, configuration workbooks, functional design documents (FDDs) and test scripts.
  • Define integration and data-conversion requirements, and partner with technical teams on interfaces, reports and extensions (OTBI, BI Publisher, FBDI, REST APIs).
  • Ensure PPM integrates cleanly with Oracle Cloud Financials (GL, AP, AR, Fixed Assets), Procurement and HCM.
  • Plan and execute system integration testing (SIT) and user acceptance testing (UAT), and triage and resolve defects.
  • Develop training materials and deliver end-user and train-the-trainer sessions.
  • Support cutover, go-live and hypercare, and provide knowledge transfer to client support teams.
  • Advise the client on Oracle best practices, quarterly update impacts and new features in the latest Oracle Cloud release.

Required Qualifications

  • At least one (1) full lifecycle Oracle Cloud PPM implementation, from design through go-live and hypercare.
  • Hands-on implementation experience with the latest release of Oracle Cloud PPM.
  • 5+ years of Oracle ERP experience, with at least 3 years focused on Oracle Cloud PPM.
  • Strong working knowledge of Project Costing, Project Billing, Project Contracts and Project Control.
  • Solid understanding of project accounting principles, including cost capture, burdening, revenue recognition and billing methods.
  • Experience with Oracle Cloud configuration tools such as Functional Setup Manager (FSM) and setup data import/export.
  • Familiarity with integration points between PPM and Oracle Cloud Financials, Procurement and HCM.
  • Proven ability to lead client workshops and produce clear functional documentation.
  • Bachelor's degree in Accounting, Finance, Business, Information Systems or a related field, or equivalent experience.
  • Authorized to work in the United States.

Preferred Qualifications

  • Two or more full lifecycle Oracle Cloud PPM implementations.
  • Implementation experience in Engineering, Construction, or Architecture-Engineering-Construction (AEC) environments.
  • Oracle Cloud PPM Implementation Professional certification (or equivalent current Oracle certification).
  • Experience with Oracle Primavera (P6 or Unifier) integration with Oracle Cloud PPM.
  • Experience with Oracle Cloud Grants Management, Project Asset Management or Project Execution Management.
  • Background in consulting or systems-integrator environments.
  • Experience migrating from legacy ERP platforms such as Oracle E-Business Suite, JD Edwards, Deltek or Viewpoint.

Skills and Attributes

  • Excellent written and verbal communication, with the ability to explain complex functionality to both technical and business audiences.
  • Client-facing presence and confidence working with senior stakeholders.
  • Self-directed and organized, able to manage priorities and deliverables in a fully remote setting.
  • Strong analytical and problem-solving skills with close attention to detail.
  • Collaborative team player who works well with cross-functional and offshore teams.

Engagement Details

  • Remote work within U.S. time zones; occasional overlap with client core business hours is expected.
  • Occasional travel to the client site may be requested but is not required.
  • Contract-to-hire candidates may be considered for conversion to a full-time role based on performance and client needs.
  • Candidates must be able to pass a standard background check.

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
